Due to the City’s population growth, coupled with current urban development trends and demands for waterfront access and recreation, the City of Miami, Miami-Dade County and the Village of Key Biscayne, have identified the need for a comprehensive Master Plan study for Virginia Key. In pursuit of this need, the City of Miami, Miami-Dade County and the Village of Key Biscayne, have selected the EDSA Design Team to implement a Master Planning process that studies Virginia Key in its entirety.
